Suggestion Title: Roadcrew - Quality of Life
Suggestion Description:

A collection of improvements for roadcrew:


- Include a Fire extinguisher upon gaining the job and replenish upon respawn (or issue a firefighter extinguisher). Roadcrew deals with debris removal after car explosions, given that there might not always be firefighters or cops on it is reasonable to have such a tool.

- Spawn with a 2x Bandages. I tend to grab some medical equipment just in case, which leads to overfilling the medical slot in the inventory after going off the role.

- A clearer distinction between Apprentice, Technician vs Management Officer. It is rather easy to confuse the roles, and it tends to be harder to convince players, who are not exactly knowledgeable, that you are a different rank just by pointing out the black hat.

- Allow Road Management Officer to access owner's number, in order to sort out a crashed, abandoned or pushed car (R with fists on a car with a disabled engine or one with a clamp attached).

- Roadcrew policy: outlines right to refuse service within reason (lawful police orders, not leaving a car in the road); includes duties of roadcrew; and what they can charge for regular services and additional ones like providing a gas can or a car alarm.

refers to where LEOs have the power to seize items that are related to a criminal offence.

- Forfeiture is another issue. While it is never enforced as such, Road Management Officers are by the law not allowed to take vehicles without police consent. To prevent abuse and other misunderstanding I propose that it is clearly defined that RMOs can only tow cars that are parked illegally and for other cases they will need permission from police.

Why should this be added?:
- Improved quality of life
- More ways to approach situations with access to the phone number and extinguisher

What negatives could this have?:
- Number access could be abused, but given that it is limited to the highest rank and no other personal information it should be safe.

What problem would this suggestion solve?: Enhance experience by providing essential equipment or providing additional tools to improve roleplay.

I'd say the way to sort an abandoned vehicle is to impound it, contacting the owner would only delay it and the other vehicles waiting for repair or impound
 
I've played roadcrew for like 1 or 2 hours yesterday to get out of apprentince and I do agree with these points, they're pretty good additions.

One thing I might add though if I can hijack your thread instead of me making my own thread, would it be possible to fix the F350? It jiggles around like pudding and the old roadcrew truck felt a lot more stable, makes towing cars sometimes feel like you're gliding to the left and right. And increase the strength of the handbrake when stationary as it is quite a heavy car because yesterday I tried rescuing a car that was about the meet its end at the cliff but instead my car got pulled down along with it.
Might be simple physics if I'm too dumb to understand this but if this was fixed then the F350 should feel perfect.

Abandoned might not have been the best example, but it would be nice to at least try contacting the owner, regarding cars that were stolen, pushed out of their parking, or parked somewhere they might not have known was illegal.

I don't think having an access to a phone number is something crucial but is nice to have when there is not much to do.
 
Added a mention of Asset forfeiture, which doesn't allow RMOs to actually impound cars as per Penal Code.

So can you expand on these "other cases" if you don't mind the only situations where RC is even allowed to tow/impound vehicles are when "unless it is abandoned and obstructing traffic." Everything else requires permission from the police which brings me to my next point....

In case you haven't noticed let me enlighten you. Having done RC to fully rank up in the job for the past 3-4 days I can now confidently say that when you need to gain permission from police to tow a vehicle 75-90% of the time they don't even respond to RC requests via /RC I've even gone to lengths to make 911 calls about just to get their attention. - How do you prepose we can fix this issue hmm?

Also I really think you need to look up the word forfeiture

I think you should be happy that you're not losing your car permanently in the first place if we were to base it off the penal code, the TDLR being that Roadcrew can seize your car for being abandoned, obstructing traffic and being illegally parked.


If you're a criminal on this server you damn very well know that most people in the first place finds anything related to the traffic laws an inconvenience to their existence thus people throw the smallest of fits for the most unreasonable stuff you could possible imagine. Meaning any form of a sign that tells you what to do you'll just do the opposite or disregard it for that matter.

Anywho I've brought up my cents of concern, I'd like to hear back from you on the points I made!

The way the rules are written, Roadcrew Technician and Apprentice need permission from either Police or Road Management Officer/s to impound car that are not abandoned or are not obstructing traffic. BUT, this does not include Road Management Officers, giving the idea that they are not limited by police's permission. Nor is it specified that they can only tow cars that are illegally parked, as opposed to impounding cars for other traffic violations (12.6 or 12.12).

The penal code does not outline what RMOs can or can't do. I mentioned Asset forfeiture, as it's the only mention in the whole Penal Code that even touches on impounding cars. Even then, it doesn't mention RMOs at all. Giving the idea, they still need permission from police to tow. Creating a Schrödinger's rule break, when by the rules you can tow cars, but at the same time, per the law, as an RMO you can't tow cars on your own (since you are not allowed to forfeit assets without a LEOs permission), therefore you are breaking the law and at the same time the rules.

Road Crew Workers must not enter crime scenes unless permitted to do so by Police. Permission from Police or a Road Management Officer must be gained to clamp or impound a vehicle, unless it is abandoned and obstructing traffic. A fee of up to $500 may be charged for each act of either repairing, un-clamping, or towing of a vehicle. Police must be informed if a vehicle that was damaged due to a crime is repaired.

I wasn't planning on proposing a solution. I'm focusing on Road Management Officers in the bullet point you responded to.

I'm working with Asset forfeiture as that is the only thing there is covering seizure of vehicles. Even then, Asset Forfeiture is a term and seizure is associated with it in the Penal Code.

I don't care. If they get angry, I'm more than ready to simply ignore them (including refusing service or refusing payment), if they escalate it's easy to escalate back by pressing F6 or reporting them to police, since more often than not you have their license plate and/or whole name. I also don't understand where you are going with this.

If I am hard to understand, feel free to ask more questions.
