Suggestion Title: Make Growing drugs outside of base perimeters 3.4
Suggestion Description: As alot of you know, there has been alot of issues and unreasonable deaths that have been caused due to people growing in a hidden location outside. Which has also led to others getting either immideatly shot or immediately shooting eachother with no pure reason except for drugs. This is an extremely gray area in my opinion where it is hard to decide who is in the right or wrong. I feel like growing outside of designated property lines should be 3.4

Why should this be added?:
- Yes
- Less miss communication
- Easier to deal with for staff

What negatives could this have?:
- No more sewer gremlins

What problem would this suggestion solve?: It will stop people immediately shooting eachother
 
Forest growing has forever been a right of passage on perp and I don't really see a reason why you shouldn't be able to grow outside in a hidden spot
 
I disagree with there being a "grey area" deciding who's in the right or in the wrong (in most cases). If you decide to take the risk and grow in a public location, you do not have the right to simply shoot someone for stumbling upon you, and you must also face the fact that you are likely to be shot if someone decides to "raid" you. Yes, you are at a disadvantage, but growing in the hiding comes at a cost.

Personally I would modify 2.5 (as suggested on the post below) to make it crystal clear that people growing drugs in public areas cannot shoot others just because they stumble upon them, not even if they have guns in passive (as this is common practice in mugging areas). As for the "defenders" of the drugs, I think one should be able to shoot them to start these pseudo-raids and take their drugs. Again, this is a disadvantage for those growing, but choosing sewers over properties should also have its downside.

I think this is rather fit for a rule suggestion so do tell me if you want me to move it to that section and edit your thread accordingly.

If your drugs are well hidden I don't see too much of an issue but we should properly define that should be allowed when you are caught doing these drugs, both for civilian or police who catch you.

Growing outside of a property also gives some people chances to grow in peace when they always get raided. Placing your drugs on a large map will make it less likely to be found so you can get back on your feet if you're desperate for money. As long as you're not careful to be followed this mostly ends up fine in my experience.
 
TL;DR NOT 3.4 BECAUSE REALLY FUNNY + LESS RISKY THAN MAJORITY OF DAILY PARALAKE ACTIVITY

My only issue with growing drugs outside, is the KOS rule basically.
I feel like if you can see the person and you are able to effectively gunpoint them then you shouldn't shoot, like 2.5.
The same way if you raid an apartment, and it has 0 barricades and people inside are surrendering, why shoot?
I feel like a lot of sweaters may be growing drugs in the forest to avoid conflict because they're afraid of getting raided, only to then be instakilled for being near drugs, sounds a bit unfair.

But growing in the forest should definitely be allowed, the forest (If that's what you're referring to) is like a no-mans-land literally, it is not only a fully muggable area but also not in public view.
If someone is growing in like the container near the underpass, then I can understand it might be a bit of a gray zone, but shouldn't be 3.4,, because realistically everything can be 3.4:
Raiding alone? 3.4
Assasinating the mayor? 3.4 (Because very high risk duh)
etc..

It's risky, but not 3.4 risky, also it's really fun.
