Description of the Bug: Cars can be revved whilst the engine is off
How to reproduce the Bug: Rev a car whilst the engine is off by holding space and pressing W.
Expected behaviour: Does nothing; cars can't rev whilst the engine is off.
Actual behaviour: It revs.
