Description of the Bug: Car spawning when going off-duty may break engine

How to reproduce the Bug: Not sure if this happens with any car, but in this case it was Jeffrey Martin's Volvo 242 Turbo that spawned at City Hall Parking after he quit his SS job.

Time Stamp: 20/10/2023 - Roughly around 11:20-11:30 PM CEST

Errors: Engine is destroyed (or at least takes damage) the moment it spawns, may be due to spawn height off the ground (pure speculation)

Just happened again today, went off duty as Secret Service and my BMW M5 E34 had the engine broken upon spawning. Timestamp 22:53 CEST 26/10/2023

TFU Van gets stuck, The zoomy car and command BMW get damaged.
