Suggestion Title: Let all officers detain WARRANTED City & Government workers
Suggestion Description: Right now, only a Corporal+ can detain any City & Government employee. I think it's reasonable to let lower-ranking officers detain them once a Supervisor issues a warrant.

Why should this be added?:
- Currently, if you have, e. a Medic running over a bunch of people, you have to wait for a Cpl+ to arrive on the scene actually to detain him
- Supervisors are competent; if they make the decision that a City/Gov worker deserves a warrant, I think it's fine to let anyone arrest them for said warrant, not just Cpl+

What negatives could this have?:
- I really can't see any

What problem would this suggestion solve?: All the above
 
I feel like if there's a supervisor around to warrant them, they could (and should) just demote them off the job instead, which autoblacklists them for 30 minutes
 
or fill the medic with bullets if hes running people over..
You should, but once he's on the ground any officer on scene should be able to put cuffs on him and bring him to jail once he's been revived

For extreme cases, sure. But I got this idea today when we were looking for the mayor for ages; he hadn't broken any rules. He was just wanted for other reasons. If for example a Senior Officer was to find him, it would be nice if they could detain him instead of having to follow him around for however long it takes a supervisor to come to the scene.
