I think we had a misunderstanding in the ATM idea. In legal terminology, a property is real estate, which makes a ATM cash box being stolen not an aggravated burglary, thus no shootouts can happen as there is no crime severe enough to justify killing police. Albeit, I can see how arguably the ATM itself can be seen as property, but there just needs to be a decision there to draw the line and clear the gray area.
