You use /desc to describe stuff you have or are doing that you can't really do through game mechanics like for example back before we could inspect weapons people would use /desc weapon is cold to describe how the weapon is. Thats just one example though

I've always released them but I've heard of them being arrested in the past for 10.1. I haven't personally seen this myself but I've heard of it. I just take them to hospital for RP reasons and drop them off
