Is this a new law or a change to a current law: Completely new

What law do you wish to change/add:

11.10 - Protest and Riot

Residents of Paralake City are allowed to gather together to peacefully protest in a public or private area against any disagreement with the government eg. taxes. Protests must be kept peaceful and the police MUST be notified when a protest is taking place. Any protesters found guilty of rioting is committing a criminal offense. Rioting includes: Hostile attitude towards others, destruction of property and/or physical harm to any person on scene.

During a protest police may be in the area to make sure this won't escalate to a riot. In case a riot breaks out, officers may use non-lethal force to contain the riot, unless they start causing physical harm which then they can use a more efficient procedure. Incase the protest escallates to a riot, SWAT may be called by a supervisor to help contain the riot (via flashbangs, warning shots, etc.)

Misdemeanor - liable to 5 years maximum imprisonment and $5,000 maximum fine.

Why should this change/addition be made:

This law should be addet so people of Paralake would have some kind of "Guidelines" to protest for. Instead of spamming adverts, asking for lwoer taxes, peopel could do a protest outside city hall to show their anger. This will also give the police a form of guidelines to follow during such situaitons. This also adds quite a bit of realism since protesting IRL have laws too.

What is the aim of this change/addition:

The aim of this is to create guidelines for officers and civilians to follow. This will prevent people from constantly spamming adverts.

Additional Information:

Don't know if it falls under section 11. It can be changed to any other section.

In case a riot breaks out, officers may use non-lethal force to contain the riot, unless they start causing physical harm which then they can use a more efficient procedure. This means using batons, flashbangs, etc. Sergeants and above may at any time break up a protest if he/she feels that this will escallate. Incase the protest escallates to a Riot, SWAT may be called by a Sergeant or higher supervisor (NR) to help contain the riot (via flashbangs, warning shots, etc.)
