Is this a new law or a change to a current law:
New law
What law do you wish to change/add:

11.X: Handling of stolen goods.
Any person who is knowingly purchasing, selling, giving away, receiving, or in possession of stolen property commits an offence. Any person who is in possession of stolen property unknowingly is exempt from criminal charges if they return the item to police or its rightful owner.
Misdemeanor: Liable to 2 years maximum imprisonment, $2000 fine and compulsory forfeiture of said stolen property.

Why should this change/addition be made:
It is currently not illegal to buy a stolen item off of someone.
What is the aim of this change/addition:
To make buying, laundering, or otherwise attempting to keep a stolen article illegal. This law would be tricky to enforce because it’s hard to know for sure you’re buying a stolen item however.

Since stolen goods are not an asset forfeiture according to laws I don't see this ever being properly enforced.
Even if it was it would be extremely hard to prove which item was stolen.
