Is this a new law or a change to a current law: Change to a current law

What law do you wish to change/add:

3.10 Punishments

Law enforcement officers have the power to punish government employees and members of the public, however they must follow the provided punishment below each law, punishments listed are maximum penalties. Permission must be gained by a Lieutenant or higher if an LEO wants to go above the provided maximum punishment. The use of Capital Punishment is not permitted.

Capital Punishment may only be authorized for convictions of Murder, and requires the explicit approval of a Captain or higher. Any execution must be conducted in a private location, out of view of the public, and performed in a humane manner that does not involve torture or prolonged suffering.

Why should this change/addition be made: Introduction of Capital Punishment provides for an additional sentencing option for severe cases where regular jail time may not be a meaningful outcome. While intended to be used only in exceptional circumstances, it allows the PD to respond proportionately to a crime / act(s) of extraordinary nature.

To prevent misuse, its application would be heavily restricted through mandatory approval from a CPT or higher, ensuring that each incident is thoroughly reviewed & considered on the merit of the incident(s) itself. With this, it'd be an exceptional measure rather than a routine punishment that you would commonly see everyday, which would feel a bit silly.

Introducing this option also creates more meaningful roleplay by allowing high-profile crimes to have greater consequences while introducing a new aspect of decision-making for sentencing, rather than just 10y10k and cya later.

Additional Information: Introducing this for other things that can be defined within the penal code such as "terrorism" would also be interesting to see, open to hearing ideas about that. Maybe have it so the person cannot be ticketed, which would make sense since they're being killed anyway? Discuss.

Whats next?

Criminal's jailing LEO's?

I mean i would love to shoot a criminal with AS50 while he's cuffed, but i think we should stick to the "Police catches and JAILS criminals"

For example instead using capital punishment we could have a "special" underground cell from which its impossible to perform a PD break-out off, and max jail time would cap at 15~ min's.

but tbh.
Its just a game, and it would be pain in the ass to be executed or jailed for 15~ min because you're just playing the game.

That would be the same exact thing just different flavor. But 15 minutes would take players out of play for enough time to let others recover and pd recover. gotta think of the effect it has. Tho perhaps NLR is shortened to compensate? that way you're still semi out of play for the same time overall but you have less setup time to wait for nlr to expire/time to start a new chaotic incident?
