This is a change to law 4.4

What law do you wish to change: 4.4: misconduct in a public office.
Any elected official or government employee who acts dishonestly, demonstrates abuse(s) of authority and / or powers for personal gain, and / or in general acts in a manner that is not in accordance with the best interests of the city and the general public commits the offence of misconduct in a public office.

Felony: liable to 5 years maximum imprisonment, $7000 maximum fine, and forfeiture of rank and / or role.

Why should this change/addition be made:
Its much easier To remember what laws to nick a mayor for by umbrellaing all the laws they could break under 4.4 and having a punishment specifically for this law. Adding an actual punishment for 4.4 would be incredibly helpful and would make it easier for cops dealing with criminal mayors.

What is the aim of this change/addition:
It is possible to commit misconduct in a public office in a manner that would at most only loosely reflect a law which carries a punishment.

notable examples include:
- A mayor who makes unnecessary cuts to government agencies when city funds are high.
- Mayors who ensure a particular group of people get max pay whilst heavily deducting the pay of other government agencies on the grounds of having personal distaste towards particular emergency services, as well as giving Certain emergency departments insufficient vehicle slots.
- Firefighters who refuse to put out a fire for any reason other than risk of harm from criminals, lack of equipment, or imminent, unpreventable explosion.
- Road crew workers failing to repair a vehicle for any reason other than abusive customers, lack of payment, criminal activity, or imminent threat of harm from a member of the public.
- Police dispatchers who abandon there post for any reason deemed not a necessity for there duties or fail to perform there duties to an extent where it becomes disruptive to the natural order of the government emergency services.
- (An) SS agent(s) who fail to take necessary precautions in protecting the mayors life.
Additional Information:

The reasoning for the punishments are:
Felony: it should be a felony as abusing a government role, as well as misusing it or failing to perform your duties in highly demanding roles to an extent where loss of life and / or deterioration of the general quality of life of the city is apparent.
5 years in prison: in the real world, abuses of authority all over the world can have varying punishments But typically all remain very high. Some countries even execute or assassinate there bad leaders and politicians!
$7000 fine: this not only allows a wider margin for how deep the punishment can be depending on the severity of the crime, but also acts as a deterrent.
forfeiture of rank / role: this ones a no brainier.
