Is this a new law or a change to a current law: Change to current law.

What law do you wish to change/add: 6.6

Why should this change/addition be made: Would help more citizens in need and prosecute more people that neglect to report crimes.

What is the aim of this change/addition: Currently the law is that you must contact EMS if someone needs it. I want it to be changed so that you have to contact 911 if someone is experiencing a fire or is in need of law enforcement as well.

This law needs to be changed all around. This law is failing to promote individualism among persons. The law should state that you must only contact the emergency services if you are directly involved in a situation which requires the assistance of law enforcement, the fire department or ems. If you are not directly involved, then you will not be required to contact anything. There is no reason for the law to require people to help out other people. As a free citizen, you should have the right to not go out of your way for others unless you are directly involved with them.

The law should be restated as such: "It is an offence for a person to fail to contact the emergency services when the person is directly involved in a situation where law enforcement, medical assistance, and/or the fire department is needed."

This means if you get in a car accident where you knock someone else out, you HAVE to call 911, but if you are just passing by and see a person knocked out on the floor, you are not required to contact anyone. It is not your job as a citizen to protect others by calling 911. A good citizen would report all issues he sees but it should not be a crime for someone to mind their own business.

Another note: Law 10.2 (Failing to report a crime) does cover a situation where if you WITNESS or KNOW OF a crime being committed, then you are obligated by law to report it. Just adding that point as well.
