Add a punishment something along the lines of. The property will be inspected to check if it has been adapted. If it has not the property owner etc will be handed a notice of eviction and will need to vacate in X hours/days etc .
Why should this change/addition be made: So that we can punish people for it?
What is the aim of this change/addition: To prevent this law from being another grey area.
