Suggestion Title: Ability to use city hall as an armoury when you have PD nlr
Suggestion Description: Add the ability to use city hall npcs as an armoury or at least be able to gear down if you have NLR at pd.

Why should this be added?:
- QoL
- Saving lots of time

What negatives could this have?:
- dev time
- pd buff

What problem would this suggestion solve?: If you were in heavy gear and die at PD it is very annoying being unable to gear down or patrol once you respawn since you need to wait 10 mins to gear down.

It doesn't make sense, as for NLR, its already fairly accepted for you to re-enter PD if needed for this stuff assuming there is nothing going on
