Why should this player be punished?: Gun pointed me on the highway for no reason and executed me not even a second after I did not react fast enough with their "hands up" request.

As I understand I might've not been "fast enough" they still had no reason to kidnap an officer what so ever as they weren't wanted as I was chasing another vehicle.
