Why should this player be punished?: During an active shootout, this user picked his unconcious friends firearm and instantly stored it after.
There was still many officers on scene, so he shouldve not stored the firearm, but instead maybe hid it in one of the rooms, in a bush or something.

I have talked to the user through Steam, and they admitted their wrongdoing and were apologetic. I will give one tip to the user that I hope will help him if he finds himself in a similar situation.

As your friend had been shot (in this case, by the police) and you were not paying much attention to the game, you were unaware under what circumstances he had died or what was going on on the street, and therefore should have erred on the side of caution and not stored the weapon, as you did not have the full picture. Thoroughly ensuring that your life and/or freedom are not in danger before storing weapons is always a must.

I will be issuing a warning over the incident.
