I think its a command of some sort but it only appears if you can see and hear the person afaik.

I mean its still an advantage he gets as if i was behind a barricade and he is raiding and i talk to him saying go away he can just wall bang it gives him unfair advantage and most likely purposely put on so he can use it to his advantage u dont type in a command on accident

Yeah all good i mean kind of i have shouted at police and they dont know which corner ur around and if ur whispering behind barricade to a friend they can visually see ur talking thing and just wall bang u i think ik ur not involved but still it shouldn't be allowed as it has a big yellow thing that could be seen from around a corner if ur on the edge whispering to a mate and they will know the exact spot ur standing on i dont think if there was no advantage he would of bothered to put it on but he seems to see an advantage in doing so, so it seems it provides an advantage

Calm down champ.

You are actually abusing console commands to gain unfair advantage.

As far as I can see that thing has no draw range since on the video. You can't see the person's name above his head but that icon is always visible if the person is speaking.

May I ask what's your reason to use this command since we already have one 'speaking' indicator?

@MILKY was easily in close enough for his life to be at risk from Waza and so should have complied with his orders rather than attempting to run and then reverse away.

As for the orange speaker, this is a bug that happens usually after reinstalling your game or content, it is out of the player's control and usually fixes itself after a while.
@MILKY will receive a warning for 3.4.
