Why should this player be punished?: This user appears to shoot out the tyres of my vehicle without prior provocation (I had not interacted with them before this) and without a reasonable doubt intentionally.

Unless this user can respond with an appropriate justification for this, I believe that this is a violation of rule 2.5 Excessive Negativity, such that the user went out of their way to negatively impact me without proportionate justification.
