After watching the demo provided, it is VERY clear that 3.4 was broken here, the amount of time just stood around despite the entire shootout on-going is actually very crazy. He was standing there for quite a while when police was there, pulling a gun out and being told to leave, yet decided to sit on the pillars and pretty much just watch the entire thing, then when he went back into market street after he saw Joshua get out of the tesla and seeing multiple officers, got shot in crossfire, although I can understand his reasoning for shooting them, he should've been very far away for ages by this time.
