Why should this player be punished?: I just got out of my apartament with no gun in hands, there wasnt any crowbar/lockpick or anything before, just got killed when i got out. Pasted my steamid as i have no idea how to get this players one. Basically there was no raid, so the player had no reason to kill me as i just got out of the apartament.

The player killed you to raid you, this is evident by the fact that he rushed into your property immediately as he killed you and that he also harvested your drugs etc.
Players can kill you to initiate a raid as long as you are visibly armed and they continue to raid you, rather than killing you just to walk away with your guns.
