Why should this player be punished?: User stole my car from regals parking lot, then wrecked 500meters away, after having done that, one of his mates went RC and impounded my car.

i didn't destroy the car on purpose, i had high ping then the already half destroyed car decided to crash
500+ ping

i put it in the google drive, it didnt want to send normally but it starts around 40 min or 47000 ticks but clearly through-out the entire demo there are signs of lagging

I've reviewed the evidence provided and it does appear that the user in question was lagging and caused the crash unintentionally. At the suburbs highway bend, the user lagged and ended up on the wrong side of the road where he then attempted to correct his positioning but accidentally hit the central reservation, unforunately wrecking the car in the process.
