Both users will be receiving a ban. Reasons for the punishments can be seen below;
@Harry Slayer - In the first situation, you initiate a mugging right next to a government employee which is clearly 3.4 as he is legally obligated to go report what he has seen to the Police or he breaks the rules himself.
In regards to the 2nd situation, although Jesse may have been scouting for a raid, he had no equipment to actually break into your property since all he had was a hatchet and no bobby pins/crowbars. This means I believe it was excessive of you to kill him over trespassing on your property.
@pro_leqq - Since you didn't kill at either of the situations and just zip-tied, you will be receiving a shorter ban just for 3.4. I believe a ban is fair due to your previous history with 3.4 and it seems you break the rule regularly.
