Why should this player be punished?: Casual Homophobia, and generally just being toxic in general towards myself and others- The clip in evidence is an aftermath in which he continues- He was detained for threatening me with a bat for no reason other than a progress flag on my characters chest.

From the clips you've provided, the user hasn't broken any rules. Players are allowed to roleplay as 'toxic' characters and simply saying that a flag you have on your shirt is "shit" doesn't constitute discrimination. If you are not comfortable with someone being disrespectful to your character/ insulting in such a way, you should inform them in LOOC to stop and if it continues, make a report and the user will be dealt with accordingly.
