His SteamID: I am Unaware as I was not given a Steam name.
Why Should This Player Be Punished: Gun pointing me and shooting me in front of the PD because I wouldn't fight him, All whilst the The Mayor was behind me and witnessed everything. Due to it being outside the PD, SWAT responded Immediately. The attacker had nothing to gain from this and everything to lose, due to the Mayor witnessing the situation and the police being a stone Throw away.

I apologize for the lack of information, I believe a staff member knows who it was, as they told me the player had Disconnected when I made the report and was asked to make the AR. Tomorrow I shall probe deeper trying to get the full name.
Also, the sound is weirdly echoed on the audio... Soz.
