Why should this player be punished?: Both players fled and pulled weapons whils being gun pointed. Mike Folktree and I were giving commands to stop at gunpoint but both fled.

The vehicle was marked as stolen, and the occupants were armed, hence why we gunpointed them and later opened fire. I also think that the subsequent killing of Officer Dillians and opening fire upon us was wholly unnecessary and escalated the charge for theft of a motor vehicle from 6 years to murder - 10 years / assault with weapon 8 years.
