Why should this player be punished?: I fell asleep after leaving my character afk for a few minutes, came back like7 hours ago to find out my car was stolen, crashed and impounded. The player crashed my car and caused it to be tiered level 2

After further looking into the situation, the player was actually in a police chase - he was driving in the parker tunnel and looks like a normal car accident happened, the user wasn't speeding without a reason, he was trying to save himself from imprisonment - 3.15 Specifies:
"You must drive vehicles - even if they are stolen - to the best of your ability so as to avoid crashes. There can be good reasons for not doing so, where the benefits outweigh the risks"
I don't deem any rule breaks in this situation, with that in mind - the action request will be denied.

You can avoid such situations by buying a cheap, 500$ item named "Car security upgrade" which makes it IMPOSSIBLE to steal your vehicle, until you put it in your garage, or disconnect.
Or simply put the car in your garage.
