Suggestion Title: Add a lottery
Suggestion Description: You can go to a gas station and buy 1 or more lottery tickets for a price, such as $1k per ticket or what ever, and at set times of the day numbers are drawn and people win money or items.

Why should this be added?:
More fun things to do, winning money on perp is my only source of dopamine in this cruel life, I would love to win even more things on the perp.

What negatives could this have?:
people will spend all their perp cash on lottery tickets and become poor.

@Samuel was this going in the mayor update as a perk or did we decide against it?

If this was added, I would suggest having a limit on the number of tickets that you can buy per day (even if this is not a thing IRL) to prevent single players buying out the odds every time.
