Suggestion Title: Add a ramp to the City Hall fountain
Suggestion Description: The fountain at city hall is deep enough to require a crouch jump to get out (which is a very unintuitive mechanic, unknown to new source players). It's next to spawn, and curious players sometimes get stuck. It's also a problem when someone you're arresting falls into it, since cuffed players can't jump.
Why should this be added?:
- Some new players have trouble getting out of the fountain.
- Cuffed players can't jump. People who know this sometimes jump into the fountain and get stuck.
What negatives could this have?:
- Aesthetics
