Brief description of idea: Allow SGT's+ to revoke cars. Means we can revoke uneeded cars,abandoned cars without asking officers to return them. Maybe also make it so when VIP's take out cars, it doesn't count? Not sure about that though.
What benefits would this idea have for the department: Lets us revoke cars that are not being used, stop road blockages.
