Suggestion Title: Add Custom Skin section to PERP
Suggestion Description: Add skin section to Perp in the forums for people to share and request skins.

Why should this be added?:
- A direct place for sharing skins
- instead of searching the forums for skins there is a place where all skins are posted for more easily accessibility
- stop skin posts to get lost between other posts and the other way around

What negatives could this have?:
- Dev time

What problem would this suggestion solve?: There should be a place directly for skins and easy accessibility for all of the community to share and use skins

Not many people post their skins anyways. As said by bnje it will be a dead subforum
