Suggestion Title: Add invisible wall in the air over the river/ocean
Suggestion Description: Add an invisible wall over the ocean that blocks bullets to prevent raids at office sending bullets over SG direction

Why should this be added?:
- SG gets peppered with bullets, disables cars, makes people bleed

What negatives could this have?:
- I cannot prop surf over the ocean anymore in my surfer RP

What problem would this suggestion solve?: Stops SG getting hit with bullets from office raids and doesn't really take a lot to add this

Happened to us today

An invisible wall won't be added map side as it will be a major negative impact to the maps usability in singleplayer as well as by other servers. (Plus would break some events that use that space).

I will switch this to a server suggestion in case another developer wants to tackle this with changes to the bullet system or other ways.

would have suggested it but not sure how much this would make perp code explode
