Suggestion Title: Add temporary storage chest
Suggestion Description: Allow higher ranked staff to spawn a temporary storage chest that anyone can access for OOC reasons such as events and projects

Why should this be added?:
- You don't have to go backwards and forwards to get a few things out especially for users who cannot noclip
- Building stuff would be a lot quicker

What negatives could this have?:
- Could be abused if someone decides to use it for IC purposes

From what I remember testing with dev god stick they do have it on there but others don't afaik
