Main Idea: All caps goes to /yell

Full description of the idea: When people type all caps in regular text chat, it automatically transforms into a Yell

Why should it be added?: We can stop all caps-ers once and for all, and the range will automatically increase when people want to shout but don't use /yell.

Pros:

1. The range for text automatically increases when people want to shout
2. We can transform the all caps letters into regular caps when they're yelling anyway
3. The /yell function will be used more

Cons:

1. People could yell when they don't mean to, but they just use regular capital letters and stuff when they don't want that
