Description of the idea: Allow chest to be placed at Suburbs Storage NPC.
Why should this be added? (pros):
It will allow people to transfer items with a lot more ease
It makes sense for something that also functions as a storage chest (as you can place chests in the base you have perms to) to apply to the NPC too.
