allow cinematic camera placement

Description of the idea: allow cameras to be placed to allow third-person photographing (eg. on a tripod). Can be activated by pressing F5 for example, similar to an RT Camera in sandbox

Why should this be added? (pros):
- Allows for more creative media and better videos/photography
- Lets people be a model on their own
- Allows for big group photos including the picture taker
- Allows for creative shots like fly-by picture taking


What negatives could this have? (cons):
- The camera may be exploited to view private areas like houses growing drugs (combat this by limiting the range)
- Freezing cameras could cause problems

I can get behind this idea if we had a community that wouldn't fucking abuse the shit out of this but the grim reality is this would just be a UAV.

Cool idea but very easily abused. I can just imagine people putting one outside the door of a base as a CCTV camera.
