Suggestion Title: Allow PD acces to FD doors
Suggestion Description: Allow the police department to unlock the doors at the front side of the fire department, because in this current state you can't unlock them.

Why should this be added?:

We should also be able to LOCK THE SIDE DOOR TO THE FD. We can't lock it right now and so if you walk near it the thing opens. PD should have access to that door to.

Not being able to lock the door was a bug.
