Suggestion Title: Allow the 3 Paramedic Chiefs to always 1 tap defib
Suggestion Description: Allow the three Paramedic Chiefs (Assistant Chief, Deputy Chief, and Chief) to always 1-tap defib unconscious bodies.

Why should this be added?:
Reaching as well as holding the top 3 Paramedic ranks in the server takes a massive amount of time and consistent dedication that I think should be rewarded with permanent 1-tap defibs.

There are scaling buffs applied to the defib at Adv Paramedic & Paramedic Supervisor. As a Supervisor, you are able to 1-tap defib uncons at a 50% success rate according to dev feedback. I think this should be buffed to 100% if you are the top 3 in the entire server for the job. Black clothes is cool and all, but there should definitely be some major practical reward for reaching those ranks.

What negatives could this have?:
  • I can't think of any real negatives to faster reviving other than criminals not wanting rivals to be picked up so fast, but that's is a rule violation in most cases anyways.
  • Any Chiefs online would take priority EXP in defibbing alone as the job can be very competitive sometimes. This already happens though with a perfect example being trying to do almost anything as a low level Medic when a Supervisor is online for example, or an Adv Paramedic there after.

What problem would this suggestion solve?: I don't feel the black clothes alone are enough of a reward for the grind you have to put in to reach these 3 ranks. It's a benefit that probably looses it's sparkling appeal 10 minutes after receiving it.

Counter idea: Chiefs or the highest non chief ranks should be able to 1 tap charge the defibs. Not saying your idea is bad by any means but fire fighters get faster extinguishment as they level up so faster charge would make sense for these ranks.

This is cool too. Not sure at the moment which one ends up being the faster revival time statistically, but whichever is faster would be ideal. If the faster option is considered "too much", then the lesser option of the two could be swapped out with it instead.
