Suggestion Title: Approved pictures for small picture
Suggestion Description: By clicking E on small picture player can choose one picture from few approved pictures.
People can vote on forums for new pictures to add to "general picture selection".

"general picture selection" = selection of pictures that every person will have available.

After clicking E on picture people could simply switch between "general picture selection" and "personal picture selection" by a simple button.

"personal picture selection" = selection of unique pictures for that particular player, each picture has to be send for approval.

Only trusted people can approve picture suggestions so every single available picture will be safe and not offensive.

For example an organisation has a photo together, no other person than a guy from that organisation wants to have that picture available in his "general picture selection". So someone from the organisation sends the photo for approval. If the photo is safe, it gets approved and added to his "personal picture selection". Only he can now select the picture from his personal picture selection.

For people not to send tons of pictures for approval there would be a limit, for example 3 pictures max

-if it would work well, add more picture sizes (small picture, medium picture, large picture)

Why should this be added?:
- small pictures will be used
- creative, safe and unique decorations in homes and shops
 

What negatives could this have?:
- approving and adding of pictures may be annoying

I think there'd need to be a limit to how many pictures a user can place, say, three or five per person, but yeah, they'd need to be from approved image hosting sites, and ideally, approved by staff members the same way plates are, though that would likely mean they should cost a lot more, as well as have a cooldown for submitted images to approve, so staff aren't overwhelmed by approval requests.

EDIT: all this is to say, those would be the downsides and difficulties involved, however the upsides would be undeniable.
I suspect lag would likely be minimal, even in places like bazaar, as stores wouldn't be using TVs for stuff as much when a simple image will do.
The opportunities for enhanced roleplay are endless. Menu boards outside cafes, window signs with prices, organization photos hanging on a base wall, department photos on the wall of a certain fire department, maybe even a photo of a high value target on an organization's wall so everyone knows what the condemned man looks like.
Right now what we've got is sharing image links in text chat and using TVs with YT videos that show a static image. We've needed a system like this for ages now, and I think it's the best possible option.
