As the rule states:

"...nor may they intentionally take place within the vicinity of the Drug Dealer." This is clearly in the area of the drug dealer, literally 3-5 meters away. Doesn't matter if he sees it or not if it's nearby - This addition was added to prevent players that just got 75,000$ and get mugged after 2 secs.
