Why Should This Player Be Punished:
Player should be punished due to him walking on the highway and risking his life. If people were speeding down that highway, he could of died as well as him more likely not knowing the rules. I made the AR due to me having to go off after the situation and could not contact a admin in time.

Also, i was reversing on the highway to tell him he cannot do that, but player did not listen.
