Why Should This Player Be Punished: When ordered to get on the floor after attacking me with his nightstick decided to panic under gunpoint and pull a gun. From his P.O.V he even attempted to shoot me. I could easily have taken the panic animation as him reaching for a gun as well.

Paul should not have panicked under gp, paul also pulled the gun when there was no realistic way of him surviving in this situation. Had Dai turned away or holstered his gun completely, pulling the gun would have been fine, however his attention was directly on you and there was no real way of surviving pulling the gun in this situation.
