Why were you banned/blacklisted?: 3.4, 3.6 - User had failed to follow direct gun-point, kept on running away and failing to follow orders, asking "Why", which resulted in his death when he failed to comply after quite some time.

"I don't care that I am banned" What are you disputing then? If you believe he had no reason to arrest you, I would advise that you make an Internal Affairs complaint for the arrest and a staff complaint if you believe the length is excessive.
