Suggestion Title: Binoculars: Utility Improvement
Suggestion Description: When looking at a property through binoculars, players should be able to see whether it is currently owned or for sale, similar to how binoculars already allow you to view item prices from a distance.

Why should this be added?:
- Small crim update
- Easier to scan/scout potential bases to raid
- Right now, people searching for bases just drive through areas like Subs and look for obvious signs like cars outside or covered windows, seldom checking doors. I have been able to ghost base for hours on full pop without being raided

What negatives could this have?:
- Open to feedback

What problem would this suggestion solve?: Reasons stated above.

Also in real life, I'd imagine burglars are more often than not staking out/stalking for the most ideal victim to burglarize. I think if this suggestion is implemented, it'll increase the utility of the binoculars and align with a more realistic use case

You can just walk up to doors without running and most of the time no one will notice your footsteps (if any at all) so I'm not sure what issue this would really solve.

You can also already see if a property is owned or not if you already just use your binoculars and see any blocked windows.
