Suggestion Title: Bring back 'Best Suggestions' & 'Best Shoutboxer' awards
Suggestion Description: For the 2025 Community Awards, 'Best Suggestions' and 'Best Shoutboxer' should return as nomination categories.

Why should this be added?:
These would be neat categories, and were present in 2020. They may encourage more careful thought behind suggestion posting though would primarily be a funny addition.

What negatives could this have?:
- Possibility for a positive feedback cycle to develop between forum lurkers and the annual awards.

What problem would this suggestion solve?: The lack of community awards that northnortheast has been received.

Best shoutboxer award would be funny, feel like @money would probably get it each year though if it was added. New awards could give more incentive to give new and better suggestions going forward too!
