Description of the Bug: Cannot impound vehicles as roadcrew in the back of the fenced area... I tried having the vehicles both unbooted AND booted in the back fenced area, the parking lot as well as where the cars get repaired.

How to reproduce the Bug: Take a car with a vehicle clamp to the back of the roadcrew impound lot behind the fence as road crew, and try to impound the vehicle.

BOTH OF THESE ARE IMAGERS SHOWING CLAMPED VEHICLES BEHIND THE RC FENCED IMPOUND LOT AND THE VEHICLES SHOWING AS NOT THERE FROM THE NPC. AN ADMIN I THINK IT WAS @Oddy ALSO TP'D AND TRIED TO GET IT TO WORK>
