Description of the Bug: Chop Shop mission despawns car after taking too long even after car has been stolen

How to reproduce the Bug: If you delay stealing the car, the timer for the mission fail wont reset once you steal the car. This lead to the car despawning while I was waiting for the location to turn the car in.
