Description of the Bug: physgunning a player that's underwater with balloons will make them permanently lose their balloons
How to reproduce the Bug: Let someone jump into the water at harbour with at least one balloon out. Physgun the player in a way it disconnects the balloon from the player. This will make the balloon disappear forever. The balloon has to be fully submerged for it to work.
