Description of the Bug: PLPD RTU Division can't spawn their vehicles outside city hall

How to reproduce the Bug: Go on duty and equip RTU equipment, go to city hall and spawn a vehicle

Time Stamp: Today

Errors: "Cannot find a place to spawn a vehicle"

This happens with all cop cars, not just RTU and it's because the city hall parking lot is full i think?
