Description of the Bug: Seemingly only patrol cops, do not get an assigned callsign

How to reproduce the Bug: I noticed that two pistol cops had no rank assigned (Unknown).
I temporarily fixed it by assigning them a Tango callsign.

Time Stamp: ca 10:20 BST

Errors: UNKNOWN callsign, assigned to only patrol cops
