Description of the Bug: Weapons not dropping while surrendering

How to reproduce the Bug: Unknown, Happened once so far.
Gunpointed a guy, he fully surrendered but didn't drop anything.
Searched him before processing and turns out he had a pistol on him.

This is a different bug.
Somehow the player has an unequipped gun in his inventory. If you have any idea how please create another bug report
